He or she must also call the TRC at least 2 hours before but no more than 48 hours prior to the aircraft's estimated time of arrival in Canada. AOPA continues to work with Customs and Border Protection (CBP) to obtain clarification for Members' concerns regarding eAPIS.
Please note that in addition to filing eAPIS notices, the pilot must continue to complete other procedures for arrival into the country they are traveling to. For example, Canada still requires pilots crossing into that country to use CANPASS.
Below are some of the most frequently asked questions with answers. You must notify the CBSA in advance by calling 1-888/CAN-PASS (226-7277). You must give at least two (2) hours notice but no more than 48 hours prior to arrival.
A registered and activated flight plan is required to cross the border and your first landing in Canada must be at the airport of arrival. You must provide the customs office with information about yourself, the passengers, the flight and the airport of arrival.
I Am Acting As The Pilot In Command Can I List My Wife As Crew On My Manifest?
Upon arrival at the airport of arrival, if there is no customs officer present, immediately contact the Canadian CANPASS office on the same number again to obtain an arrival report number or to be advised to wait for customs clearance.
For flights between the continental United States, Alaska, Hawaii, Puerto Rico, and that do not stop in a foreign port or place, an APIS manifest is not required. Contact CBP at a port of entry to see if other CBP requirements exist.
Note. The Canadian government charges US-registered aircraft for air traffic control services based on the aircraft's certified gross weight. The current fee is $21.92 per quarter for airplanes weighing up to 2 tons (4,410 pounds gross) and $73.22 for airplanes weighing 2 to 3 tons (up to 6,614 pounds gross).
For more information on aircraft in larger weight categories, see NavCanada's tax guide. In addition, some airports may charge fees based on weight for using the airport terminal. All persons aboard the aircraft must be CANPASS members.
Saving A Partially Completed Manifest
If there is a traveler on board who is not a member, the pilot has to follow the procedures for Telephone Reporting - General Aviation Aircraft. Note: If the ETA changes by more than 30 minutes or if there are any changes to the point of arrival, the list of passengers or their declarations, the pilot must advise the TRC prior to arrival in Canada.
To meet the requirements, the aircraft must have ADS-B antennas on board capable of transmitting 1090 MHz extended squitter signals to satellites. Class C, D and E controlled airspace permits will be introduced from 2025 to allow time for deployment.
eAPIS does not currently have the option available to cancel a manifest once it has been submitted. Changing of airports and/or times does not need to be completed in eAPIS as long as the flight is on the same date.
For these changes, please contact the affected CBP Port of Entry airport. If changes need to be made after you are airborne, contact FSS and request that the message be relayed to Customs. If there is a change to the date of a flight, a new manifest should be submitted through eAPIS.
Who Is Required To Participate In This Requirement?
The ongoing COVID-19 pandemic has dramatically changed the way we travel. If you want to enter Canada, you must use the ArriveCAN app before you start your trip. Here you can find information about yourself, your travel plans and your health status due to COVID-19.
Everyone, including foreign visitors and Canadian citizens, must submit an ArriveCAN form 72 hours before arriving in Canada. When you cross the border, an officer will review the information you provided and make a final call to see if you are eligible to enter the country.
The pilot must remain at the point of arrival until the ETA reported to the TRC has elapsed. No second call to the TRC is required. If there is no officer waiting to meet the aircraft when it arrives at the reported ETA or actual time of arrival, whichever is later, the aircraft may proceed to the final destination and passengers may disembark.
Participation in the CANPASS – Private Aircraft program is restricted to pre-approved travelers. Applicants undergo a detailed security clearance check before being enrolled. Every time CANPASS – Private Aircraft members enter Canada, their membership information is verified against customs and immigration databases to ensure their compliance with the program's regulations.

Each member's eligibility is re-assessed annually. For flights originating and terminating in the United States, the pilot must submit a flight plan and Canadian regulations must be followed when flying in Canadian airspace. Write "Flight via Canada" in the flight plan notes box.
All travelers aboard must declare any personal goods they are importing, including firearms and weapons, and report currency and/or monetary instruments totaling CAN$10,000 or more. If duties or taxes are payable, the border services officer at the TRC will ask for the traveler's mailing address and Visa or MasterCard number and expiration date.
Only one person per manifest can be listed as the "pilot" and this is typically the person acting as pilot in command of the flight. Other pilots and/or crew on board may be listed as "crew."
According to CBP, a crew member is a person other than the pilot in command serving on board the aircraft in a capacity required for normal operation and service of the flight. Typically, in an aircraft rated for single pilot operations, your wife will not meet the definition of a crew member and therefore should be listed as a passenger.

If you start to fill out a Notice of Departure or Arrival and close out of eAPIS before submitting your manifest, the next time you log in a screen will appear stating, "You currently have a Saved Manifest".
You will then be given the option to proceed with the saved manifest. TIP: If you want to start filling out the manifest, but are not exactly sure of your departure time, fill out as much as you can and then close out of the Web site.
Once you are confident of your departure time, you can log back into eAPIS and submit. This requirement of electronic submission applies to any private aircraft arriving to the United States from a foreign location and any private aircraft departing the United States for a foreign location.
This includes US registered aircraft and foreign registered aircraft. Your membership may be revoked or suspended if you fail to comply with the requirements and procedures of the CANPASS - Private Aircraft Program. This includes non-compliance with customs and immigration legislation, or any other related laws the CBSA administers and enforces.
Adding Or Deleting A Passengers Name
There may be a mistake with your email address. Log into eAPIS, go to "Manage Account", then "Modify Primary Account Holder" and verify your email address is correct. After the change, you will need to submit the manifest again.
A person's CANPASS membership does not extend to members of his or her immediate family or to friends traveling with him or her. Each person on the aircraft has to be enrolled in the CANPASS – Private Aircraft program.
"Air Canada welcomes the lifting of these restrictions, recognizing that air travel is safe and that the measures are not scientifically justified," said Craig Landry, Air Canada's vice president and CEO. "We believe this will greatly facilitate travel, further stabilize the country's air transport sector and support the Canadian economy."

Travelers arriving in Canada no longer need to use ArriveCAN.[1] X Research Source Once you have submitted a manifest through eAPIS, if you need to add additional travelers, you can submit another manifest with the same flight information.
It is not necessary to resubmit the travelers that have already been transmitted, but you will need to resubmit the pilot each time as eAPIS always requires a pilot for each manifest. For remote areas, take mooring gear and a working ADF or GPS.
Reservations are required for VFR and IFR flights at Toronto Pearson International Airport. A Mode C transponder is required when flying into the control area of any terminal in Canada and into Class C airspace. Thanks to an agreement between the FAA and Transport Canada, flying a test plane to Canada is now easier than ever. All that is required is the document Standardized Approval of Special Airbility Certificate - Experimental for the use of a US-registered amateur aircraft in Canadian airspace, which describes the restrictions applicable to Canadian airspace (minors).
Download the form and always carry it on the plane in Canada. Applicants must provide acceptable proof of citizenship or permanent resident status in Canada or the United States. Please send photocopies of the documents with the completed application form.
These photocopies will not be returned. The 1-888-CANPASS (1-888-226-7277) toll-free line is only available in Canada and the United States. If a flight originates outside Canada or the United States, the 1-888 number is not available and the pilot must call the TRC directly (long-distance charges may apply).
